The Lombardy Region promotes programmes for social inclusion by funding district-based Social Laboratories, which are already active in the public housing districts of 33 municipalities in Lombardy.

The Social Laboratory is intended as a "proximity and local protection service" aimed at promoting social inclusion in districts characterised by marginality and social fragility.

The Social Laboratory is the operational centre in which aggregation and educational activities are developed; it is a place for listening to the residents of a given district and collecting reports.

In addition, the activities are offered by operators qualified to provide work services and training for the prevention and reduction of situations of temporary economic difficulty to the residents of the districts concerned.
